I thought so at first too [made me go OMGFMOGSEFAFasdf, a shame that Teresa/Irene does not exist], but look at "Irene"'s hair - she has Galatea's bangs. She also has a pretty normal-sized nose, but the size of Irene's nose is oddly inconsistent so it doesn't really count, I guess.

I know it is Irene mostly because it is the volume art for volume 5, I suppose it could be Clare as a chibi, if you actually get a good look at the image like I have, but my guess is that it is a more human Irene.
