To tell the truth, the problem about Illya's Korean form for the name comes from the fact that the Stupid MS Window Standard Korean will not let all the possible Koreans to be inputted in to the system; it won't accept some of rarely used forms.

OK people, I'm right and ready, after FINALLY watching Nanoha [all 3 seasons], and I'll say this.
To hell with the Kyoani kids. IOSYS, you can wait too. I'm split between Nanoha and Fate. Help me. I understand that too. It's VERY irritating. |

This was probably explained a while back, and I missed it, but...
What's the purpose of tiers anyway? As I see it, it just encourages either voting for a lower tier character out of sympathy or voting for a higher tier character for those who want to vote for a winning character, and more the former. Does it play a part in determining the schedules? And didn't minhtam regret something like this last time for giving Kagami [or another character. I don't remember] an easy schedule? |

Juice should have a better answer, but I think tiers are used only in seeding/scheduling and should really have no further effect on the tournament (other than you knowing who was ranked where).
Since it's a round-robin tournament and everyone fights everyone, tiers should only affect the order in which those battles occur. ...which COULD have an effect on getting a Necklace based on which sequence of nine girls someone fights, but that's still pretty much all random in my book.

Tiers I believe were issued so that each character will have a run against each tier type during each necklace period, thus presumably making the necklace runs for each girl a relatively fair race. Also I think part of the effort was to make the Round 9s exciting by having interesting matchups all around where last year only some of the final necklace battles were interesting, while others were cakewalks (Haruhi's last necklace was a cakewalk...the fight for who would get it if she somehow lost was nearly epic since it was only those two (Kyou and Nagato I think) would could get it if Haruhi fell).
