Yes, there are methods other than VPN to bypass the DMM region lock. KanColle and Touken Ranbu wikis have instructions on how to do so.
Though, the all-ages side of DMM does have a number of games that are not region locked like Aigis and Shiro:Pro and I hope Baldr Ace ends up on that list as well.
