put him in the general population of a prison.

most criminals are still human and they don't treat child rapist very well.

Yeah, people take it for-granted but deposits at the bank, depending on the account and the country are only insured by government agencies up to a cap. The FDIC for example is capped at $250,000 per person per account type. I think the limit in Canada is even lower at $100,000.

I hope you're not serious about this. What this guy did just showed that he has no respect for human life when he killed that woman in the carjacking BEFORE raping the little girl; having internet or not doesn't make a difference.

He was a lost cause already and the only regret is that no one thought of injecting that tracker so deep within him as a safety.

In that case he should have never walked around freely in the first place.
But they didn't know this before hand.
All they knew was, that he was potentially dangerous because of his sexual defects.

And how you think the tracker would have prevented the stabbing is beyond me. He got caught pretty fast anyway. Only then it was too late.
Trackers, just as other surveillance, like cameras and such, don't prevent crimes if the people who commit the crimes don't care about consequences.
They may only help to solve the crime after it happened.

Exception would be the bomb-rigged tracker of course...

In this case, it took many hours before they noticed something was wrong, when the monitor noticed that the tracker has not moved in a long time. Whereas if the tracker was still on him, not only would they noticed immediately that he left his home, they would know exactly where he was at all times, requiring little time to take him down, which, you know, is the whole point of the tracker in the first place.
