That's only in the Alpha worldline where they intercept his DMail. That isn't a possibility in other worldlines, otherwise Steins;Gate would still have a hellish future and defeat the entire premise of the original ending.

Although I wonder how bad is it that it's worse than the WWIII situation. Sure it's totalitarian rule but it's not MAD. And yet the WWIII Houin's rebels are better organized and funded seemingly than the SERN line ones given the limitations of their time travel device and how Suzuha was dressed.

It could be that Mayushi dying is just too hard on him and he never reccovers fully, or that with no time travel arms race the tech base is too low.

I wonder, (this will never happen, I know) would just going to the past and replacing the silly toy and ignoring Kiritsu help? Supposedly she would die, but so would the paper...
