No funds? It's possible they just got the funds from Isshiki being in the Elite 10, and Souma arrived and saw the place on like the first day of the school year.

From MH:

TOC stands for Table of Contents. It's found on the last page of every issue of WSJ, but more importantly, the order the series appear in on the TOC is closely related to the popularity of the series. This is determined by polling the readers; there is a polling postcard in every issue of WSJ.

Each week, a certain guy from 2ch writes out the TOC for the following week's Jump. TOC's order is usually based on polling result of readers, thus you will know how your favorite series is/are doing, based on that order.

At this point, comrade, I could not give a flying monkey about the shriveling dead carcass that is the exam topic, because what Souma did there, was dedicating himself to cook for a woman. That right there, tells you how this arc is going to end... to echo 90% of fan base predictions. This arc is going to be crammed with shoujo cheese, shokugekis, muscles, civil wars, food and oh, it is going to be golden.

I am having mental fits about Jouichirou having this "prediction" match with Senzaemon, and Juichirou / Erina reunion when. I read the whole chapter - hype on.
