if its my favourite seiyu it got to be Ryoko Shiraishi. She have this low sexy mature yet gentle voice for female roles. She is excellent for male roles as well!

Kaoru Mizuhara as Misao in Lucky Star: unique, but extremely cute sounding voice.

I also think Konata's voice (Aya Hirano) is rather charming in a way.

Sakai Kanako as Onda Aka in REC was just the perfect level of cute for me. Eccentric but not too forced, feminine but not ear piercing.

Nonaka Ai is doing a good job voicing Ibuki Fuuko in CLANNAD, though I dislike the character itself. She would have been very cute if they hadn't told me she's supposed to be a high schooler.

Most of the time, though, "cute" voices are just annoying to me. I'm not a fan of Kugimiya Rie as I feel her cute tsundere voice is too high pitched and sometimes causes irritation in my ear. Noto Mamiko is the exact opposite; I feel she often sounds like she has some kind of mouth disease and is unable to properly articulate her speech and has trouble breathing.

And then we have the worst offenders of all, the dreaded ear killer lolis! Why is it that so many loli characters need to be given so high pitched voices that they cause physical pain when listened to? Anyone here played Ever 17? Coco's voice is pure murder... and the whole character is kind of annoying but let's not go there now.

for me it's tomoko kaneda (if I recall it correctly) - the cute voice behind Chiyo Mihama Of Azumanga Daioh!

It's just amazing she can raise her voice in that high pitch

Because Lolis exist to crush kill and destroy, the voice is just a further extension of this raison d'etre.

Yui Horie has the cutest voice hands down. It sounds so innocent and sweet. However, cutest voice acting belongs to Yuki Goto and Ai Nanoka, who voiced Mikuru and Fuko-chan so friggen awesomely.

I would say Tomoko Kaneda though she is a relatively unkwon Seiyu she has a done a wonderful job potraying Nel . I say Tomoko Kaneda potrayal of nel is the cutest VA job ever

Rie Kugimiya, her tsundere VA-ing is nothing short of epic and filled with Moe...

All you have to do is take a gander at Nagi, Shana and Louise, widely considered her tsundere trinity, and it's plainly obvious why her voice-acting is considered the most cute and/or moe...

I forgot who she played in Idolm@ster and it's sequel LiVE for YOU!, but that was pretty cute to boot.
