Usually if it's a girl character, she will have same voice actress. It's boy characters whom usually have different voice actor.

Beside, I think loli Kirino has appeared on early episode. Episode 1 when Kyousuke dreamed about having a bath, IIRC...

Yeah it was done first thing to show anime viewers their relationship wasn't always like it is now I would assume.

You're correct -- Kyousuke tells her that her role is in the original work only. (But the fact that she has a voice actor, and the fact that there will be a Drama track included with this BD volume, suggests that maybe her story will be told there.)
