She is Prier from the game La Pucelle. Its a tactical rpg. If you've heard of Disgaea it was the game that was made before it by Nippon Ichi.

Yeah, I knew how bad the one above was, so I decide to get off my ass and make a better one, and this is my result, I was more concentrating on the elements and the feathers when trying to loop this one nicely, But I think the Halo being half there makes the gif work nicely.

Shiryu: It loops perfectly, Mesmerising.... 9.5/10
Board_of_command: too many frames and immensly jumpy, too jumpy for me to like that much. 6.5/10

Midnyt : loop seems ok, but lacks a border and is hard to see >.> 4/10.
