You're gonna have to brace yourself, because from the looks of it, Onodera's arc can't start nor conclude without Chitoge and Raku's story laying down the groundwork for it. By giving her blessing to them, Raku cannot get to Chitoge without first resolving Onodera's story.

All comparisons to Tsugumi and Haru stop here - pay close attention, because from this point, every action and dialogue he speaks of Chitoge are that of a man in love. Meaning, he is leaving no stones unturned as he searches, unlike the earlier two.

You first point is not incorrect but its one made from the idea that he's going to go after chitoge and the next chapter will determine whether thats right or wrong.

If this series it truly coming to an end *Yay*; if anyone recalls the oneshot of this series that was a pretty nice way to wrap this series up, I am hoping the author incorporates what was done in the oneshot to do something similar but with more romance (heavily implying a proper kiss) as he confesses and damn it at some point I and probably the rest of the readers will want to know what is the deal with that damn pendant and what is actually inside.....
