No, I'm pretty sure it's one of Sega's studios that would be developing it, seeing as they're publishing it and French Bread are already busy promoting/editing UNiB.

Honestly though, what took them so long to come up with this idea? Or maybe they had this idea already, but decided to introduce this now that Dengeki's brand name is flying high.
I hope the muggles aren't actually fighting. Maybe as support characters, but I honestly have no idea what effects characters like Kirino are supposed to have.

I doubt it would be for a Microsoft console, at least not exclusively, due towards the fact that almost nobody in Japan right now is making games for them. I also doubt it would be handheld only if they're attempting to make it a competitive game, which they seem to be with the intended loketest: The best way to play a fighting game competitively is to use a stick, and that's basically unavailable for a Vita. Even if they weren't, I don't actually think that anybody has ever ported an arcade fighting game to a handheld exclusively, so it's pretty safe to say that's improbable. So that basically leaves us with PS3, PC, or next generation (or just no console port at all, but if a Leaf crossover fighter (Aquapazza) can have enough popularity to be ported, then this can as well).
