Not really. The summoning pool for Saber Wars is every Saber + MHX.

I know that but my point was he's one of the newer and rarest sabers out there, and had one rate up only, and he didn't have rate up on this gacha

He's no rarer than any other 4* Saber servant in the permanent summoning pool, none of whom got a rate-up. So they're all equally likely to show up. I would surmise that the reason you don't see him that much is because, as you said, he's one of the newer servants, so people haven't had as much time to get him by accident.

Also, because he's a hard-boiled old man. In a game played mainly by people who want waifus. So...he don't get shared a lot.

Fixed. Yes you need to finished EoR chapter III AND then roll on story gacha without rate-up to get him.

What's rare is that you got 1 of out 2 4* sabers that are actually good and are prob better than most 5* SSR sabers.
