at least from what I can see she is basically just looking at what is best for magic users. Tatsuya has the chance as Taurus Silver to improve their standing in society and yet he isn't taking it. She has her duties as a member of the TMC which is putting her in conflict with Tatsuya. Yet she doesn't realize the true purpose of the project is to weaken Japan by removing Tatsuya, a SCM though she doesn't know that part yet, from the picture. So she is acting on limited information yet with the best of intentions.

Pretty much, you can't condemn her for what she did this volume. She's a victim of circumstance to be honest.

If so then Saeki is the lynchpin for this situation, unless Maya steps in

I'm reading this volume quite slowly because of circumstance so I grateful for all spoilers those given

Spoiler for what Edward said during project announcement:

The last person he mentioned which necessary for Project Dione, he seemed emphasize it while looking at camera
Edward: The last person that we need to participate. By his current country law, he's currently a minor so I can't disclose his name, but he's been contributing with name "Taurus Silver", he's a Japan magic high school student.

(note: since in English we need to tell a third person by gender, so I wrote "he" there but in the volume line, the gender is unknown)

After thinking it over, I think Raymond's little stunt at the end of the volume might actually help Tatsuya a bit.

The message basically told Tatsuya that they are specifically after him and the USNA might get some backlash for openly releasing his name like that since he's still technically a minor.

During sibling report to Maya, Maya ordered (or requested?) Tatsuya to not attending school in order to wait everything cooled down.
Tatsuya surprised when he was ordered to Izu instead of main house. And Maya remarked whether he forgot or anything. In Izu, there was a villa where his mother was treated.
Tatsuya: So it's still not demolished.
Maya: How can we demolish it? It's your mother's favorite villa after all.

Hearing that Tatsuya renew his thinking about Yotsuba. After all, Yotsuba was a clan that wager war against one nation just because a girl, fulfiling their revenge in exchange of half family members killed. So it's reasonable for such personal memory sentimentalism exists within Yotsuba, or rather it fitted them well.

Actually, in the school he was requested the same too, he was excused to not attend the classes, Momoyama (the school head) guaranteed him to have all A for every class, and if he participated with the project, after 4 years he would immediately granted university graduation regardless whether he attended university or not.

I'm sad how Miyuki doesn't realize the true intention of the project and how now she's in conflict. At least I'm hoping the true intention to be revealed soon so that they will understand why Tatsuya declined it...

If she isnt, this could be another way for enemies to take advantage of Miyuki without Tatsuya and kidnap her and then start a war. -.-

She did not go to Izu with Tatsuya, but she run off there with Minami after she learned from Ayako that the Information Division was going after Tats.



Now that Raymond revealed who is Silver, it's possible the GAA might send people to kill Tatsuya. The NSU too, Igor might become impatient with the plan and they talked about sending spies to Japan in the last arc.

No one has mentioned the conversation between Ayako and Miyuki! It's the first time a character pretty much flat out said that Miyuki is exactly like Maya...I'm so pleased.
