I use GIMP. The latest version(Gimp 2.6) doesn't provide GAP(Gimp Animation Package) yet(or rather partially) but you can use an older version of Gimp(Gimp 2.4).
But I think it's all more intricately.

Search for "GAP 2.4 Windows" and you should find it.

Well, i use imageready. I made a tutorial about how to make gifs, but since it's in portuguese I think that I can't help you XD

Please, administrators, forgive me to talk about offtopic things, but since all my posts in this topic are according to the subject I think that there's no problem in make one or two offtopic, right?^^
Besides, I'm planning on edit this post lattler with some gifs

Rika-san, to get good frames to make my gifs I use the bs player.
If you're watching an anime in bs player and want to save a frame, just press "p" in your keyboard and it'll save the scene with perfect quality (but it depends on the quality of the video too). I ever use bs player to save my frames and after that i edit in the ps and use the imageready to make the animation.
I'm not sure if there's another program with this function, probably yes, but I don't know any other.

All three images are from the Rei OP, in the highest quality possible. They are still frames.

1:18 - Rika standing at the front of the empty classroom
1:22 - Rika sitting in the Saiguden
1:26 - Rika looking out over Hinamizawa

There is a brief moment when the text is gone from all of these scenes, but it is VERY brief (literally 1 or 2 frames). I've been able to pause the feed at the right moments, and I tried simply pressing "print screen." However, when I copy it into GIMP it keeps pasting 1-2 frames afterward, which is the next scene with all the text. If anyone can get them, it would be great.

Actually, free reign on this one. You could make an ava, sig, or wallpaper from them, but I want the original images.
