This setting is more like something out of TTGL universe or even Trava

PS: I'm not trying to say that KLK doesn't have some features we saw in Utena, but all of them were there even earlier. The girl with a swort opposing student counsil is pretty much the only thing that really connects KLK with Utena. (or with Star Driver)

Trigger's not to blame, it's Aniplex. They had an embargo on when they could show commercials. Same thing happened to Madoka.

While I do agree that aniplex has embargos, knowing Shaft I'm sure the reason we got nearly no Madoka footage is because the episode wasn't completed until the last minute.
