Thanks a lot . How about the second question? Is telepathy impossible between more than two person, or its possible but only few people could use it?

It's possible, the wolkies did a couple of times. There's no indication that this is some sort of rare skill, but it does seem that people without magic need (magi)tech to reply. Which is not that odd, having no magic and all.

I see. But can every mage use them? All the forwards are mages, but I have troubles recalling each and every one of them using it?

During the final fight, right as they were separated, Teana was talking to each of them at the same time, eventually telling them to concentrate on their own fights and good luck. And then I think it was Nove or Wendi that "hacked" into that conversation, proving the cyborgs could listen in on telepathic communications.

Caro also telepathically contacted Shari after the hotel attack, Shari -having no magic of her own- replied using technology. This also proves that telepathy can be used to at least talk to non-mages one way.

So far, there's been no sign that telepathy is limited.

The Japanese guy from the English wiki tells me telepathy is a universal skill among mages and if it is anything like network communications in real life, unicast cannot be the only form of transmission: multicast and broadcast should also be available. Alternatively, if one mage (in the above post, Teana) acts as a central relay/server, it is even simpler.

Even if telepathy is a unique skill among mages, and may be used to speak to non-mages, there is probably a range limit.

Did anyone on the Arthra ever speak to anyone on Earth without using technology?

The Wolkies were talking across entire dimensions unassisted, for what it's worth. If there is a range limit, it was never stated how much.

I think is safe to assume that Eclipse infested atmosphere makes telepathy difficult to use. Vita and Nanoha needed to resort to use physical equipement to mantain communication between them and the base. Also the Assault team seems to be totally uncomunicated while there were inside the Esquad Huckebein.

They were using the Book IIRC and exploited their connection to it for instant communication.

And the Arthra's away team seemed to be composed entirely of mages, yet Amy still has a job as a communications officer. Which seems to suggest that equipment is needed to boost telepathy to reach a planet's surface from orbit, as well as to counter interference.

Or normal communications. But given that people can interact magically with a technological device, it stands to reason telepathy can be converted to a radio signal for normal people to hear.

And as far as Wolkies, I think we've determined that they are a bad case to use to base human assumptions on, heh.

Lily uses Psychokinesis instead of Telepathy to communicate.
It seems that she can be heard by anyone around her.
Is she creating air vibrations around her ? I don`t understand how PK works.
Also, maybe Stella used the same trick to "talk" in chapter 9.

As for the range of telepathy, maybe it has something to do with relationship.
Like family and close friends having better reach.

Especially since Cypha in the same chapter was "hearing" Lily even if she didn`t knew Cypha was there.

I can be wrong, of course. But i think that has more to do with Steed than with Lily's mental speaking. Probably the poor device lacks the appropiate measures to catch the mental messages, maybe Lily can only emit those messages to other living human brains or something.

Recall, Steed is a magical device. Lily is a reactor for an anti-magic power. Logically, her powers are not magical in nature, which means that Steed can't catch them. It's not magic, and being a machine he doesn't have a mind to catch non-magical mental communication.
