Have you tried Dance in the Vampire Bund? It’s a romance between a vampire princess/queen and a werewolf guy. A little bit heavy and also quite bloody at times, but it’s still romance at its core.
You can also try Kara no Kyoukai if you can deal with some heavy storytelling and some terms.

Kenshin: Tsuioku Hen, I think it fits nicely. It has duty and hatred clashing with romantic feelings.
Basilisk. A Romeo and Juliet style story. Two ninja clans battle it out and there are lovers on both sides. I think Jin-Roh might also fit. It might not be actually heavy on romance. It could have even been a relationship of dependency and guilt (eye of the beholder, I guess), but it is most definitely dark. |

Elfen Lied, you won't find anything darker than that. Flting body parts everywhere and massive blood lose. And romance.
Berserk are quiet dark series and have romance in later half. Death Note had some romance. Ga-Rei Zero are dark series with romance. But did have some comedy moments. Phantom: Requiem for the Phantom had some romance but not much, dark series. Steins;Gate are dark series with some romance later.

Kemonozume: Its like Romeo and juliet but with man eating monsters and monster slayers, throw some abstract animation style, some gore and u get this great and unique anime.
