Looks like some character from Neptunia. Not sure who it is though. All I'm sure of is that it's not someone from DAL. She doesn't look familiar. Not too surprising though since Neptunia x DAL art is pretty common considering that it's the same person doing the art for both. Tsunako FTW.

I must say, nice purple touch for both of them.

Yeah pretty much. Everywhere I look majority are fanboying over Kurumi. And even without that it's pretty clear that she's the most popular. Tohka and Kotori are also very popular. I did see one poll for the LN's where Tohka won but not by much. She had like 1200 and Kurumi had 1100. And I bet the reason is because Kurumi is barely present in the LN's.

Might be an unexpected dark horse character in the vein of Nohotoke Honne from Infinite Stratos for some people. Mainly because that's the only phrase she utters, regardless of situation.

You also have to realize that certain fans are more vocal than others for some reason. One recent example is the Love Live! polls. So Maki did indeed won and where ever you go, you will see Maki fans go crazy. Eri actually got 2nd place and the amount of votes she got was also very high but you barely hear anything from her fans lol.

Also that LN poll IIRC is still after Kurumi had showed up. One thing that added to Kurumi's popularity is that right she's the most current spirit to be shown, the most "fresh" in a sense. Plus the fact that animated Kurumi and voice is so damn hot... yeah her popularity should skyrocket at this point due to the overwhelming positive impression. If we take into account the current events with Kurumi, the fact that Tohka managed to maintain such a high amount of votes even though her arc is pretty much over a long time ago, you can definitely see that Tohka's is also extremely popular. Kotori also has a lot of fans although... they might be M's

All in all, this series definitely has a lot of characters with large amount of fans. As the most current poll, Kurumi has 25% of the total votes, Tohka 20%, and Kotori 18%. These three a lone take up already 63% of all the votes. That's a lot. Add Yoshino and that's 74% of all the votes. With Kotori's arc coming up and from what I see so far with the people who went through her arc, she's going to get even more popular soon.

not to mention that kurumi brings something that this series imo desperately needed and that's adversity. Tohka and yoshino were simple because they both lacked something that's easy to fix. Tohka needed a friend and yoshino needed confidence. Kurumi however was sultry. How often in regular anime do girls willingly pull panty teasers and lets not forget willingly go into an underwear shop with a guy plus she's got that dark side to her that makes her more interesting simple as that. I'm curious what will happen if this gets to a season 2. Take away the spirit aspect and this show is a lot like the precious dairy stories

Yep. This as well. She's pretty much unique so far in how she's introduced and how less "innocent" she is compared to the other two who is naive or still a child.

Lol! I think a lot of people got really upset with the 180 Degrees change in Kotori's personality but hopefully they warm up to her later on. Plus I really hope that they noticed the difference in her depending on which ribbon (black or white) she wears because that ribbon is very important to her and how she acts.
