I think that he is starting to realise what he has. I don't think he has proclaimed his desire to be harem king for a while. Perhaps he has started to realise just how hard it is to have a harem because he already has one that he is oblivious to.

Issei has seen Raisers master-servant harem, and he has heard Azazel brag about his past harems. So Issei would have been only considering those types of harems. It hasn't quite clicked for him yet that he has a different type of harem already.

Though this is part of what makes the series fun for me. It's only been, what, a half year in real time since Asia moved in, and now he has 11* under his roof. Managing to have 11 girls living with you after just a half year is a pretty impressive feat for anyone. I think the pacing for Issei's harem development is progressing at the right pace, I wouldn't want it to go any faster or slower.

The next half dozen or so novels I hope will develop his girls relationship with him further. So we all have a better understanding of who he is going to marry, who he is eventually going to have in a peerage, and who is just going to be a mere temptress.

*11 living with him so far, plus however many who are infatuated with him but don't live with him (yet).

I would add Isabela. To me it seems that whenever Issei is involved with the Phoenix house, she is there. She escorted Ravel to meet Issei in Volume 5, and she also welcomed Issei to the Raisers castle when he was severely depressed. The later, considering Raisers condition, you would expect his queen to to.

I also think Serafall has an interest in Issei, though most of their interaction occurs in side stories. But I could just be projecting my imagination here.

I haven't read Vol17 yet, but from several spoilers I understand Issei will have even more beings becoming interested in him over the next few volumes.

i was thinking about adding Isabela to the list but she's only shown respect for issei's strength + she's already part of raisers harem/peerage.
although he might get her for his own peerage and trade raiser for her but there's only a small chance of this happening.
only Ishibumi knows!

Issei and Serafall have a sort of rivalry going on with their shows and are on good terms but apart from that i don't see her falling in love with Issei.

Dont know if this sounds bad, but almost no one likes a "used" girl in his harem, every girl in issei harem is virgin(dont know exactly of kuroka) and adding ones that are under control of a kinda sexual maniac dont fit the line of dxd, mahbe they can be friends but not any kind of romantic/sexual relationship

well it does indeed sound bad but it's true nonetheless.

on another matter you just brought up i strongly believe kuroka to be a virgin since she was searching for a strong mate to get strong offspring.
i doubt she'd just jump in bed with anyone that would fit the bill if she did she'd be with that mate and be pregnant already.

But the love between me and Asia is different from the naughty harem ones. So it’s complicated.

No, it is really high chance that Kuroka is just pretending experienced. You do know that Kuroka and Koneko Species is really small in population. But, at least we know that she not pregnant nor raising a baby. And the way she act toward Issei, mostly an attempt to have baby, but when with her team, she act like they are family. That was two contradicted case. Seducing Issei just to tease the other girls is also out of consideration, because we (and Kuroka) know that will not have much effect. And she also implied that she also seduced Vali but rejected. I Think Kuroka just shy to show her true feelings, you know, she is a playful character that hiding her nice side. I think her true personality is when she talked with Issei when she is healing after protected Koneko.
