Only problem is Hayate has full control over Nanoha and Fate. If you want to place limits on how much power a military officer can use without express permission, limiting the officer's personal arsenal is worthless if the officer can send out soldiers armed to the teeth and ready to spread carnage. I agree that it makes sense to make all mages ask a superior's permission to use major firepower, but I think Hayate has free discretion to release any level on Fate and Nanoha. That's why I think it's a matter of individual mage level rather than simply guaranteeing that everyone has to ask someone else before they can raise their fists. You don't give anyone the right to choose the level of firepower to give a force if you don't trust her to have similar discretion with her own power. However, you do give an officer the right to decide on combat so long as it doesn't exceed certain levels, but require higher approval for the really big guns. |

I mentioned earlier that maybe the officer in charge can't release the limiter to anything above his/her level.
Meaning if Crono is S now, he can't release Hayate at SS. If the limiters aren't just for show, and they really want to make them part of the plot then I think it would make sense. But I'm expecting it to be disproved any episode now ~
