In this case, it's both. Kind of like George Ushiromiya, where "Jouji" (譲治) is a legitimate Japanese name but translated like a Western name, "George".
Clicking the first "mystery character" link shows Julie's name in both Japanese and English. And unlike the other Japanese spellings of Western names of the characters shown so far, which are written in katakana, this character's Japanese name is written completely in kanji and in the "family name first, given name last" manner (林原 樹里, Hayashibara Juri). However, the name written in English is "Julie Hayashibara". In other words, "Julie" is the official translation of the character's Japanese name; I didn't translate it as a Western name myself.

Here's a translation of the new character bio:
Richard Maiougi Although he's treasury guardian for the Primavera officers, I wonder if that's enough to say he's a substantial leader. If we assume Madame Rose is the emotional leader, then he's the practical leader. If he didn't exist, I would say Primavera couldn't have operated with as much cunning as they did. He didn't know how to act as the ruthless moneylender, but that wasn't so much a matter of practicality. He concealed that warm heart in a mask of feigned acrimony, just so associates would be sure to keep their promises. Of course, that's the story if you return the borrowed money to him by the settlement date. Otherwise... "It seems you helped Madame. ... I will also extend my gratitude. Thank you." Also: his last name is this

It sounds like rather than two nuclear bombs and the unconditional surrender of Japan, both China (??!?) and the US did a land invasion into Japan. Of course the fire bombs back then contributed to more of the levelling of the major cities than the nukes did, or any land invasion could have. (Lots of wooden structures.)
In any case, this China doesn't sound like the China we know from WW2, which was rather allied with the US at the time and later succumbed to a Communist revolution. I'm pretty sure Ryukishi does a lot of fact checking so it sounds like it's some kind of China with different circumstances. I'm hoping maybe instead it resembles more that show Shanghai Bund from the 80's! (Or I suppose the recent remake in Mandarin.) This juvenile delinquent boy with no relatives was found by Rose. Feeling a sense of honor to repay her, it is said he devoted his life to her. Now more than ever, he's a very dignified man, but back then, it was the complete opposite. He'd follow her around, fumbling with his words. He was a man with the sense of a starved stray dog. It seems his fight with Leo was never resolved. However, that may also have been the person he idolized the most. "Why you... Get away from Ms. Rose! You want to feel a world of hurt?!" PS: His last name can mean "above the temple."

I thought the same thing, but perhaps it will be jumping from that time period to the present as both Higurashi and Umineko did in the past. If it's any indication from the character and setting descriptions, the speaker is someone looking back on the past from sometime in the future.

Although always in the shadow of Leo's legends, if it weren't for Cyrus, I doubt we would have won against the early resistance. Frightening at first glance, His unexpected shyness makes him an interesting man. Since Richard was by no means a person who could even seem to have a coldhearted opinion, he considers the existence of Cyrus, a man he can talk to in good humor, precious. "Gahahaha! Everybody's so weak, eh? This isn't enough to eat at all!" Also, I edited the last two with translations of their little dialogue snippets.
