It's not a lockout, but it is a state of emergency. Due to WWII, the Japanese are VERY wary about authoritarian figures and so they truthfully have no legal power to prevent people or businesses from closing down. It's up to the production companies if they want to close and when to reopen if they do.

I think it more likely that shows like Hoshiai no Sora, Sing "Yesterday" for Me, or Sakura Quest would get axed before those isekai series.

Yes, I know that. I included it more as an example of a type of anime I'd guess to be more vulnerable. I wonder if it would have been completed had it not already been in the can.

Yeah, in general principle I agree with you. Anything with an element of financial risk is going to be the first sort of show to be abandoned.

I think the new Higurashi is also seeing some delays and is not going to air during the summer season.
