I've only used PSP8 a bit, and wasn't entirely thrilled by it.

Have you looked at GIMP (http://www.gimp.org)? It's a nice open-source (and free) image editor. On top of that, version 2.0 was just released a few days ago, bringing with it many improvments over 1.2. A Windows installer is available at http://www2.arnes.si/~sopjsimo/gimp/, so you might want to give it a shot.

Remember to pay for Photoshop if you intend to use it. (It's not cheap.)

Don't forget to install GTK+ first if you intend to run GIMP on Windows.

I am certainly no power user (just making my avatars ) but this might get you started anyway. The site lists a bunch of books as well, but of course those are the dead-tree variant, and do require some exchange of credits...

GIMP may not be real strong on the internal help end, but so far, I've learned everything I know (could know more, but I still know more than a lot of people) by pushing random buttons and experimenting with different outcomes. You don't like what a given function does? CTRL+Z. Don't like that color change? CTRL+Z. Simple as that.

Yes, Photoshop is quite nice (it's filters easily beat out the ones on any other editor), but few people have the $700-900 to lay out for a copy. (Yes, I know about PS Elements, but personally, I prefer not to use watered down versions of a program. )

For casual (and even some heavier) image editing, GIMP does a great job.
