I agree with SolarNova on Jo being one badass character through and through

Others:
-Lucy is pretty much up there on the idea, till the end of course. Got too *sniff sniff * *tear*
-Saber is more badass than Rider, but its pretty similar. Saber always wanted to fight and stuff. Rider was just cool in general, not good enough to be a badass like saber.
-Kanu Unchou from Ikkitousen was really badass, man shes so badass. Her attitude and everything. Intimidating
-My friend says Akira from School Rumble is badass, so ill just put that up there.
-Can't decide if Sephiria Arks or Eve from Black Cat is more "badass" both are sweet though (probably more towards Arks)

- She drinks sake on the battlefield, and wields a sword with one hand that no one else can even lift off the ground. Enough said.

- No explanation necessary. Ruthless killer, more or less impervious to bullets as well with the use of her vectors.

Revy for sure, but thats a bit too easy.

Despite OMG being a romantic comedy, I'd like to say that Hild is pretty bad ass and pretty much the best antagonist in the series. Clever, powerful, ruthless (within the doublet system limits that is), enjoys the chaos she creates, enjoys torturing her minions, etc. Urd is her foil and soft spot, but even Revy has that (Rock).

Diva from Blood+ is also worth a nod.

I've always been partial to Riful from Claymore.

Her attitude when she is torturing other Claymores in order to provoke them to awaken is beyond even questions of morality, and then when she is actually in her 'true' form, she is just plain cool looking.

3) Integra Hellsing

4) Yoruichi (Bleach) - far below those mentioned above, but still pretty badass.
