No, Keroko is impulsive, and fights on reflexes. While she has trained to think ahead, it is a far cry of being a tactician. While she can quickly think up a small plan in the midst of combat, any form of tactical thinking, particularely pre-mission, is usually done with assistance.

That's not to say she's stupid, but she's not good at looking at combat situations from every possible angle. It's not in her nature. She's a leader, but being a leader does not make you a good tactician.

So if she's planning pre-mission, she'll do it with council? If that's how she works, that's a good thing I asked now before I got way too deep into Chapter 10, esp since Keroko was placed in charge of the mission, unless she's not suited for that sort of role.

Oh and mind you, Tesla is off world when this mission was assigned.

Huh. Guess it makes sense for them to be able to use those in AMF fields. Guess that means no downloaded ISs for Zero, then. Type-00 parody it is!

Pretty much. Keroko has practiced tactical thinking with Tesla, and her career as a Tactical Combat Instructor also has her use it (though those trainings are usually limited to stuff like formations and various combat styles, not deep going missions with various stages), but she knows that she doesn't excell in long-term tactical planning, so she councils those who do before finalizing them.

Keroko's talent is more on the spot improvisation.

I was told by other members that its ok to post my own version of Fate and so...here it is...

When TSAB sent Fate T. Harlaown and Teana Lanster to investigate a research facility in the Aldian Kingdom, two Aldian Knights intercepted them during their mission. The battle ended with neither side losing. After seeing Fate’s Sonic Form and the Zanber form’s capabilities, the Aldian Knights decided to pull out. After, the King found out that the TSAB has taken a hold of one of the researchers and some of the research documents; he ordered Asclei and Lanos to retrieve it by all means. As Asclei and Lanos approached TSAB’s newly developed ship Varuna, Fate and Teana faced them while Chrono prepared Varuna for escape. The battle lasted 5 minutes and ended with Asclei and Lanos being captured.

A completely new addition to his profile is his family background, and their private militia, the Forty Thieves. The 40T are part of the melting pot Saint Guard as well, and, like most of the minority forces that make up the SG, are not part of the Black Guards under Brother Marcius.

The Black Guards eventually defect to Skane's side before StrikerS, since the High Council assassination is a StrikerS event.

At least that's what I think. Mission 2 isn't enough for me to grasp the full extent of things...

I just realized something. Tacticians are those who think on the spot, and plan on the fly I believe.

A strategist is one who plans well in advanced.

Between Tesla and Keroko, Tesla's the strategist, and Keroko's the tactician :3

A bit off topic, but I've just come to realize that. If my knowledge of the two words are correct anyways.

No arguments there... which is why we will Rebuild her! Get the Senshi killed or seriously hurt because of her, and force her to take responsibility for her actions by becoming a better person--nay, a better fighter!--than she was before!

Or, you know, just port her over with a different backstory that leads to her being a good bit more responsible and level-headed than she was in canon. Well, Jail may be the poster kid for mad scientist, but he's definitely a smart mad scientist. This kind of trick doesn't seem at all past him.

And I don't know how you'd even make defeated skills work. You COULD do some kind of blue magic type ability, but you might not want to try that yet. (Incidentally, I claim Nanoha-verse blue magic, for use in a later project. :3)

In any case, poor planning is a tremendous handicap at any level of military art. The main difference between tactics and strategy is in scope. Tactics is the process of combining different arms and services to win a battle. Strategy is concerned with the plans and actions that directly contribute to the outcome of a war. The operational level and operational art link the two.

When TSAB sent Fate T. Harlaown and Teana Lanster to investigate a research facility in the Aldian Kingdom, two Aldian Knights intercepted them during their mission. The battle ended with neither side losing. After seeing Fate’s Sonic Form and the Zanber form’s capabilities, the Aldian Knights decided to pull out. After, the King found out that the TSAB has taken a hold of one of the researchers and some of the research documents; he ordered Asclei and Lanos to retrieve it by all means. As Asclei and Lanos approached TSAB’s newly developed ship Varuna, Fate and Teana faced them while Chrono prepared Varuna for escape. The battle lasted 5 minutes and ended with Asclei and Lanos being captured.

While I can't spot any areas that need adjustments, the outline seems fine so far. As for your question, it's fine that way. While ranks are a indicator of abilities, it's fine to exceed that sometimes. I would suggest a slight change to designate Asclei as a knight instead of a mage. Minor change yes but it reflects nicely on his level of skill.
