The breasts don't look big at all. Put a shirt and bra on that and Mikoto will look like small-breasted Mikoto she is. As far as I know, she is not flat-chested to begin with.

Like I've said people, even Index as a cleavage, how could Mikoto lose out? Only Komoe, Last Order, and Fremea are completely flat

Exactly. Here's Mikoto's HBWH: 161/78/56/79

That ratio is almost the same as myself, and I definitely am not flat. However, it is true that Mikoto is far below the Japanese average ratio (Height:Bust = 1.9:1), but she still has 2~3 more years of growth. It's also my guess that Mikoto Worst is at around 84~85cm for her bust, which would match or exceed the Japanese average.

The problem with estimates based on drawings is that artists tend to be rather inaccurate. You have to look at the official numbers to be sure.
