I think is possible fit everything of OT14-OT22 except for SS2, that would be fine in OVA.

My guess is Vol 14-19 are 3 episodes each and then Vol 20-22 together are 8 episodes, totalling 26 episodes.

By Mikoto's "emotional development", are they referring to her eventual descent into powertripping madness from Touma continually rejecting, or not needing her help on a longer-term basis and from feeling useless as a result? Or are we talking about the fact that this was the point in the series where no one wanted to see her around because clearly it was Miki's waifu ploy?

I wouldn't really call them the "waifu" wars moreso than the good old Mikoto spotlight wars....

Lessar & Touma in the Snow is around Vol20 I think (It's the cover). If they start WW3 no way they are going to cut in the middle, especially since it's the last OT arc.

I should probably be worried they could try to cram this in 2courts but it seem impossible so I'll just hype myself for a 3-4courts season.

Spoiler for Trailer: Having re-watched, I noticed the shot of Accelerator clearly belongs to the scene where he's on top of the train with the parchment that first tells him about the existence of magic. Now, I'm not sure if that particular scene had an illustration, but combined with the Touma and Lessar shot, it makes me believe that's too much specific material to not actually do WWIII.
