She didnt become one. She IS one all along. She used to be the wife of Xiang Yu and was able to summon herself as Pseudo-Servant Consort Yu because she was recorded in Pan-Human History and the Throne of Heroes as having commited suicide. Her Servant was Rider-class Xiang Yu. But the Lostbelt King Qin Shi Huang Di/Lelouch defeated them in a curbstomp battle and made Xiang Yu the Berserker abomination it currently is. Yes, it's a long story.

It is also the reason WHY Hinako is shown in the LB3 campain banner.

Thematic and character wise, LB3 is imo the best LB chapter yet. If the Chinese community have felt shafted ever since FGO release (one can see their iffy sentiment toward the treatment of Zhuge Liang to understand), it takes a man, in love with China, like Urobuchi to make Lostbelt 3 turn out like this. And from what a few Chinese people in fgo reddit reported about the chinese FGO boards and communities, Butcher Gen have accomplished his mission with panache. I knew I was witnessing a good Gen when I got to the Spartacus part. He totally redeemed the character he created and that was misused in Apocrypha and Septem.

Sasuga Urobutcher, she has a place next to Diamurd, Vlad, Sayaka...well she's more saber than lancer.

The same problem that Gorgon has, huge buff but stars rarely go to him unless you manage to get 35 to 50 stars and is one turn bust, while Raiko is way less RNG involve but less damage ouput.

And also because Raikou's 3rd skill covers practically half the Servant roster while still being strong enough to put her within the range of Xiang Yu's damage output
