so, long story short, vanquished queens is going to be an ova series that will "continue" the plot of the previous characters in the tv series and what happens if they lose; grimoire will be a new tv series with new characters ?

Pretty much. The Vanquished Queen's artbooks is just a compilation of "Bad Ends" where the heroines are defeated, tortured, and/or humiliated. I'm surprised it's getting animated, but I guess the artbook must have sold really well. I've seen there's also a sequel artbook also.

The fights look like they're gonna be pretty good in the Vanquished Queen's OVA. Too bad its going to be ruined by all of the torturing scenes (by Dogura no less). Oh well, I can skip past all that crap.

Also, why is Tomoe's life always suffering in the anime? Isn't it bad enough her girlfriend died?

As we also see here she lost her sight. It's not really breaking her since she has the will, it's more of the cause why she got blinded.

Vanquished Queens is not canon, but they will incorporate canon elements into it. Anelotte was captured and tortured by Elina, but that was the start of the Rebellion story and not the end.
