While on holiday in Japan, I'd like to be able to access the Internet using my Samsung galaxy s4, what's the best way for me to do this?

Get an international plan/mobile hotspot with your wireless carrier or connect to free Wi-Fi.

That might be a better option, and you get unlimited data for the price you pay for the SIM card/Wi-Fi device (they are for data only).
