I think it should fit quite literally what you're asking for, aside from all the subplots having to be action.

that's a better version of shuffle (imo), the subplots are all connected and i think that's what makes this one good

I haven't seen either of those animes, so I don't know how close to those my suggestions are, but oh well.

Ah! My Goddess! - A two season anime that focuses primarily in romance, but also has a few episodes of action in each season. This is definitely a favourite, especially since the romance is between a goddess and a human.

CLANNAD - My number one anime of all time, it is a romantic comedy. It's based on a visual novel of the same name, and it definitely fits your need for good subplots. While it focuses on the storyline of the primary girl, Furukawa Nagisa, it uses the plots of other characters in order to further their relationship. Two seasons. There is some small action here and there, but nothing supernatural, completely fist to fist.

Shakugan no Shana - An action anime with romance on the side, OVAs just started releasing, third season on the way. My favourite action anime.

Kimi ni Todoke - A rather interesting Shoujo anime, the main character is a girl and it explores her dilemma, as she is the "Creepy kid in the corner" that everybody is afraid of. Currently airing, 9 episodes out. No action.

Nogizaka Haruka no Himitsu - A very interesting anime where a normal guy stumbles on the secret of the school idol, who also happens to be absurdly rich and famous, and they become friends and perhaps even more over time. Currently airing on Crunchyroll.

Cross Game - I've heard that this is a good romance anime, but I've never actually seen it myself. It would also meet your "action" request, since baseball is technically action.

The manga, IMO, of Mahou Sensei Negima! is pretty good, but i advise you to read the manga instead of the anime. The anime is good, but short. There is more stuff in the manga which is still ongoing.

I'll second/third Hatsukoi Limited/Clannad/Kimi ni Todoke, they are really good ones, I can tell, because they are one of my favs. Anyways try Full Metal Panic: it has some actions and the romance story is also very good, and True Tears.

As Full Metal Coast suggested, you should give Onani Master Kurosawa a try. The story and development is really something, especially how things turn out in the end. It's definitely one of the best mangas out there.
