It probably wouldn't work in the way you are thinking it would. Fairy law only affects people that the caster considers to be enemies and most of the contestants are actually on friendly terms with Fairy Tail and would probably be classified as rivals rather than enemies. Meanwhile it might actually target Datong or members of the Fiore Army.

last two chapters are really amazing...
just when we entered the plot, everything turns out to be something serious and great! Fairy Tail is really serious in winning the tournament and taking Lucy by putting three best members (S-Class) in both teams... Finally I can see more Mira's action in this arc! and now it's not only Makarov but Mavis also do her best in supporting tournament's team... Mavis is adorable and cool in same way... |

It's pretty clearly an AOE spell, but using Fairy Law in the tournament would be a big waste of energy. At best it would hit Sabertooth, which would likely constitute tremendous over kill, and a lot of wasted energy when Jura's running around. More likely it only affects Minerva, or affects no one at all.

Just had a thought, perhaps team FT were waiting around for Mavis to fully analyze the battle? in theory there's no way to know the direction the battle royal would take until someone makes a move. so Mavis had them wait until people have made their first moves so that the subsequent actions can be accurately predicted? in other words, team FT's waiting for Mavis to verify that one of the possible scenarios is happening.
Then, there might've been many different plans for team FT depending on which scenario occurred. and Mavis essentially ordered them to execute the proper reaction to what's going on. |

Actaully no it probably would only effect the members of Sabertooth and leave everyone else would be unharmed the spell only damages those who caster truely in there heart feels are enemies. It seems very unlikely that Laxus would view any of the other competors outside of the ST truely as enemies.
