It's true, CHOCO's designs carry a sort of whimsy to them - as if this is occurring in a different time and place from Okiura's - almost as if IS is taking place in an offshoot world from the recent Final Fantasy games. Put bluntly, Okina's IS designs as well as people beat out CHOCO's on nearly all levels - except for the ladies that are over 20 years old. Squall's design looked awesome in the anime and of course, his rendition of Chifuyu-nee beats out Okina's. However, I do believe that if Okina did an update to Chifuyu, he might take the lead on that as well but as it stands, CHOCO's Chifuyu is superior.

I think I've already mentioned before: there's bits where I prefer Okiura's artwork, and there's bits I prefer CHOCO's artwork. Mecha-wise, I'll go with Okiura. Character-wise, CHOCO seems to do better for characters like Cecilia and Charlotte.
