Vector, or rather vectoring, is to recreate a picture in shapes. Pentool is ideal, basically just outlining parts and then filling them in with single colors. The more shading their is, and more varying colors/spots, the more work it is. Just imagine every color on that pic, outlined, and filled in.
It's used to create higher quality, or fix bad quality. a VECTOR is just a single fractional piece of a whole work, or it can be used as a summary word for the whole work.

let's say, take a hugeeeeee piece of paper with every color that a picture has, cut it up, put it together to form the picture. That's a vector art. Vector artcan also be alot more simple yet effective. Like in those retro-esk styled things that have arrows and single colored lines and circles and all that, that's vectored objects :P
