So what exactly happens if someone in the US wants to access a FOREIGN site, i.e. not a ".com" or ".net" site or any site which is both registered and has its servers located outside the US? How would the loss of net neutrality in the US affect this? I am just wondering how much the companies screwing around would cause small and medium scale sites to change their registered locations for their sites and whether that would counter-balance the risk of companies causing a general loss of speed on non-corporate websites.

Your provide can block EVERYTHING outright if they want now. Doesn't matter if it's foreign or not. Got some free foreign service that competes with them? Blocked. It doesn't take much, given how shameless they are they'll just throw some excuse like that they found virus or child porn or some such. It's not like they even need to though as what the hell can you do? not subscribe to their monopoly? you already sold away your right to choose another provider long ago. First some nuance. The video is a discussion on "playing devil's advocate, what is the case against net neutrality." Or in other words, buzzwords and garbage aside, what is actually legitimate concerns and problems.
I personally agree with most of what is said there. It's hard not to, for one it happened, and secondly most points are just a reality of infrastructure; or at least the way it currently works. I don't know why everyone is so concerned about this subject. It's not necessary to overreact so much. I do not really care about Net neutrality law. For now I see no changes. But I started to use proxy server. Proxies/VPNs were an important tool before the repeal of net neutrality. In addition to the privacy protection they offer, it's absolutely worth shopping around and choosing one so that if your ISP does something shifty in the future.
