Antiskill seems more of a supplement to Judgment to me. Judgment has the espers, so they'd naturally be more capable of dealing with esper related problems, but Antiskill is made up of adults, so of course they aren't answering to a bunch of kids. I think it was stated that Antiskill reports to the people that run the city. They aren't called on for every little thing, only the big problems that Judgment can't handle themselves. If the school kids can be law enforcement, then it's fine if the teachers and such are as well.

Boring character doing boring things....Or at least thats what the episode felt like. I usually like episodes that center on the more adult side characters of any particular show, but...geh...yea...Even Komoe's antics couldn't keep this from feeling like a dead dull episode...

Er I'm pretty sure this episode isn't Railgun but Index... I mean, look at the bath scenes. All we lacked was Shrodinger's Cat.
Also, Komoe mentions someone blowing her roof off. Could it mean that Touma has already lost his memories?
