Because Starlight Breaker depends on how much and how fast the caster can gather surrounding mana i think it depends on the circunstances. I'm pretty sure Nanoha's maximum output is a lot bigger than Teana's but she was at a disadvantage in ViVid because they started to gather mana around the same time and while it's true that Nanoha is more powerull is Teana the one who have faster mana gathering, thus draining quickier the mana of the battlefield and having ready a complete Starlight Breaker sooner than Nanoha. also being on the same battlefield means that all the power Teana manage to gather is power lacking in Nanoha's own SLB.

She can do the proper Starlight Breaker, as evidenced by SSX and ViVid. It's just that until she adds a special effect of her own design, her own twist to the attack, it won't be considered her own personal spell and still Nanoha's.

Yes, that's why it's possible she finally manages to do it well, though of course they did have limiters, and her SLB also was only focused on Nanoha's while Nanoha's was focused on Teana's teammates, so it still is not certain if she truly can make a SLB

I don't know if this question belongs here but here we go. Everybody knows that in A's Raising Heart and Bardiche undergo the catridge upgrade to even the weaponary with the Wolkenritter, but if Amy is to be believed, this is an uncommon procedure at the time and even Nanoha and Fate are warned about the risk for their devices because of the mixture of technologies. Also apparently cartridges aren't obligatory or mainstream among the members of the bureau.
So, i think is safe to assume that there are ways for a full Mid-style mage(that means, without cartridges) to fight evenly or even defeat a full Belkan-style mage(Cartridge powered device and all). Nanoha and Fate undergo the procedure just because of the emergency.

I think this one is fair game, i mean, even if Lutecia is ranked S in power she's still a young lady without signs of enhaced physique, being catched by surprise by a giant rock fist is nothing to sneeze at it, even for true powerhouses like Subaru or Nanoha xD.
