So the effects of the pill are actually permanent and that doctor intentionally made it so it would only be temporary? Or did I read it worng?

That seems to be the case, yes. In essence, it seems like the doctor doesn't want to lose the gold-egg laying goose that he has found and thus gives Shioon pills whose effects are only temporarily. Which seems to be the author's way of saying that Shioon will stay in his current state for quite a while *sigh*. Well, unless the doctor's crooked plan is exposed...

Or unless the side effect is that pills strength will pill up somewhere down there in the ki center. Once the ki will be fixed all of those pills will cumulate and give a major boost in ki, or some other random chi/ki magic.

So what's all that about the ingredient? Are those pills made from people like FMA's philosopher stone or something?
This chapt was a bit plain, a little foreshadowing and nothing else.

Even though the author keeps jerking around with the Ki-centre issue, at least Elder Jeon cranked me up in this chap.

About the doc... now that he revealed his true colors, it's just a step closer to getting converted to the Shioon church. That's how it always goes. Incoming Shioon speech about the value of human life in 1..2..

Frankly, this story has moved at an utterly sluggish pace. Part of the problem is this ki-center stuff. Need something to up the tempo of the story.

It's all true what you say but from my experience with manhwas (not mangas), the pace and the MC are always like this:
- the pace is extremely sluggish in the beginning, speeding up towards the final chapters;
- the MC always as some huge handicap that makes him sometimes the weakest of the entire series till the very end when he shows off awesome power and then the story ends (oh god Veritas, how you traumatized me).
The only comics coming from Korea that don't exactly follow this type of story-telling are the webcomics (Green Boy and GOH are good examples).
But it's typical Korean-author making the story like that.

The longer it stays shelved the more likely that it'll never be heard of again. Thought I read somewhere that he was tired of it and poor sales so he killed most everyone off as a result...

Pretty sure it's on indefinite hold. A pity though, crappy story aside the characters and the main dude in particular were pretty damn good.

Thats the point. I used to compare Veritas and Breaker. And really I sometimes wish Breaker main character would be more like Veritas main.
He was dumb but smart at the same time, and at least he wasn't like hundreds of other shounen heros who mop around and can't do shit.
Look at Shion now. Yeah yeah he tries and all that usual stuff, but really he should be more selfish. Only time he was, was when he said, he will kill all of suc. Then chapter later he's back to his usual love-dovey Gandhi personality.

Sadly at the moment he's pretty much just emo mode, which is a hundred times worse then when he was just hipster mode, which is ten times worse then when he was just your average guy with a stupid powerful martial arts teacher.
