my understanding of Rubel:

Rubel's being sarcastic... he knows Clare's power, even if Clare doesn't yet realize her power....

he's trying to put her onto her already fated path of destiny or heroinism (female heroism. can't spell)

think of Rubel as like a girl who sees that some other girl is better (or prettier) then her, and that jealous girl tries to put pressure or steal the better or prettier girl's confidence or self-esteem on the girl to mess her up so that the jealous girl stays as the "better" or "cooler-more popular" or "prettier" one and the better-prettier girl ends up as the failure or loser....

well rubel is kinda teasing clare the same way, except unlike the jealous girl, rubel WANTS clare to do well.

clare isn't sure of herself. Rubel is trying to use goading to move unsure clare forward.... to become that hero..!
