I doubt that it's airing this summer anyways.

Yes, I don't think anything else was intended. It's just announcing the poster that will be included in the next issue of Dengeki Visual Art's Magazine, that's all. Nothing to do with the airdate.

Usually a show has been in production before they announce it. But that isn't a concert rule...seeing that is took years before Haruhi came out again even though its second season was announced way before that. but to be fair, they did change plans mid-stream.

It's just an announcement about the next magazine (with the poster) there will be information about the LB! anime in the magazine (it was said so in the spring number), but this article mentions nothing about it.
