You misunderstand. Sasami has no problems being attracted to her brother. She is rejecting him not because she dislike him, but because she is cutting the family tradition at her end. Sasami is the last of her kind by choice.

The brother is attracted to her too, but he loves her enough to respect her wishes. Even though he never stops asking if she had changed her mind on the matter on a daily basis.

As for this episode, note the sudden presence of normal students with faces. Sasami is now mostly normal with only a little bit of magic, so she can integrated into mortal society better now. A benefit of giving her powers back to her mum. It does mean she could actually get sick like a mortal though, and consider her unhealthy lifestyle it is not surprising.

At least Sasami now knows how to feed herself. You see clear improvement as she gained the ability to function without her brother serving him.

She knows the fox girl is in no position to draw attention to herself.

The "special people" follow different rules than anyone else. Tsurugi would never do this with a mortal human as that would be an abuse of power against a helpless weaker being. The Fox Girl is technically an enemy and can defend herself.

If anything, Tsurugi cut loose because she found a proper target to abuse.
