She knows the fox girl is in no position to draw attention to herself.
The "special people" follow different rules than anyone else. Tsurugi would never do this with a mortal human as that would be an abuse of power against a helpless weaker being. The Fox Girl is technically an enemy and can defend herself. If anything, Tsurugi cut loose because she found a proper target to abuse.
