Nah, they had to suspend Madoka because the next two episodes would probably offend a lot of people, with Walpurugis Night destroying the town and all. They had to push back Denpa Onna because the slot it's in was probably occupied by an anime that had its episode pushed back by earthquake/tsunami/nuclear reactor coverage.

I really doubt that. It's not like anyone could have seen the earthquake coming, and none of the episodes up until then were incomplete nor showed any more budget cutting-corners than your average TV anime. Yeah Shaft has a history with the schedule thing but they seemed on the ball for Madoka.

It's a combination of the two according to Gen's tweets from the time. Shaft were holding on by the skin of their teeth, and the earthquake shook things up enough to jeopardize the quality of the finale.

It wasn't SHAFT's decision to take the anime off the air, it was MBS/TBS/etc. What Gen said was thanks to the earthquake coverage, they would have more time to work on the episodes since SHAFT's schedule is tight, but he never said they would postpone the episode specifically because it wasn't fit to air. Hell, he didn't even say it wasn't fit to air, just that thanks to the (what they thought at the time was a) one week postponing they would be able to increase the quality of the art/animation. Gen already said that both episodes 11 and 12 were done being animated, they just can't air them because the show was essentially cancelled.

Urobuchi's twitter history pretty much confirms that 11th and 12th episode is already finished... >_>... You know that when he was talking about the possibility of episode airing on nico nico, right?...
Denpa Onna is different issue now.

I finally listened to the Opening song. You know what? I kinda like it.
The music is horrible and the singing isn't even good, but the incredibly cute voice of Erio's seiyuu (whom I had never heard of until now for some reason) is enough to salvage this song. The first twenty seconds are the best part.
