Theres never been a statement about where exactly Elbaf is, though from the attitudes of the giants we have met from there, and just the whole outlook on life, they certainly do support the vision of "The New World" that is the second half of the Grand Line.

The Japanese DVD release put out by Toei Animation divides the story up into seasons, but I don't know offhand what it uses as the beginning and end of each "season." And anyway, it's really just a sales technique, more than anything else. No need to worry about it.

That's impossible to say for sure, since the anime adds extra stuff and stretches the episodes a lot sometimes. There's about 35 chapters of material left, and most episodes cover about 2 chapters, but sometimes they only cover 1 or 1 1/2.

It might feel like the pace has picked up, but it seems like in the past, the anime has always drug out the fights longer.

i think its more a matter of ending the episode at certain parts of the fight.

as opposed to fitting as much as possible in the timeslot.

the question is, is he building anticipation, is there some kind of relevance to the date it will be released on or did he just not finish the chapter yet?

Altho the "building anticipation" one is the kind of thing Oda would do, i find it kind of odd that he would do that, considering how close the anime is to the manga...

actually the question is what is going to happen to the anime when it reach the manga ?? well they stop it after water 7 arc or will they enter a long filler ??

no doubt it would be long filler... just like bleach, naruto, and damn near every other shounen...
Being one of the most popular anime's in japan, the anime can still rake in a lot of cash with fillers... not to mention, with fillers, the anime can keep it's timeslot and not risk loosing it

Luckily... One piece has shown that it can do a decent job with fillers

yeah.. well at least so far one piece filler didn't destroy the story of the series like naruto and bleach, they caused a little misunderstanding in the story though..
but this time i am afried it may destroy the story since we already know their route and destination and where they are going to pass so ... they can't add any more islands or places to create filler.

What makes you say that? all it takes a little bit of re-writing...

or hey they can do a detour like they did with that filler arc that came after Lougetown... they head off in the right direction, then all of sudden some shit happens that those them temporarily off course; like crashing into a moving island... or the marines show up and chase them off course and they wind up landing on another island for awhile... shit happens and they forced into new arc before they can leave and get back on course...

Ya, there might be some problem with those, but i'm just pulling these out of nowhere... given some more thought, or becoming an actual writer(), i could probably do better... overall, it wouldn't too hard for the writers to temporarily throw the story into a new direction and get back on track later... and they can make it even easier if they make those arc's many episodes long, as opposed to only 2 or 3 episodes...

heh, they could also make a 3 or 4 episodes of what happened those 3 days they waited on water 7... kinda like what they did in lougetown
