The dude at 4chan says that it shows Lacus as the Ultimate Pink, and that everybody else is under her power in CE 74. Meyrin was translated to be the "(Lap)Dog of Lacus". Not sure what this means, though.

And I think the fan noted Cagalli's uselessness in the pic. See the bottom part of it.
