Canon just refers to things that happen in the series or are supported by official content, as opposed to fanon which is stuff the fans make up or speculate on. Never mind how obvious it is that Nanoha and Fate are a couple, they haven't been announced as one (except by the seiyuus, I read somewhere), so the only canon-supported pairing is Ami/Chrono, who get married sometime between A's and StrikerS.

Sorry, couldn't tell you. It was someone's blog, and I think the topic of discussion was the A's Sound Stages. I specifically remember reading something about the seiyuus claiming Nanoha and Fate were a couple, along with something about Yuuno "supporting" Fate and Nanoha, though that could have multiple interpretations and possible meanings. I'll see if I can find it again, but don't hold your breath.

It should be noted that the seiyuu can pretty much say whatever they want about that kind of thing (wouldn't surprise me if the writers told them to say it just for lolz, though), so it should be taken with a grain of salt.
