She's drawn in the same style as that one pic with Linith, I think, which is why I say it's 6 year old Fate.

And going by Plums typical preference - that hand is probably Chrono's.

Also, Kamogawa is having a hiatus with milfs and moving back to the loli counterparts...I wonder what sparked his change of heart.
Fate's still a tad stacked for a 9yr old, though...Perhaps Nanoha is too, but it's hard to tell when covered beneath all that armor.
