There's no set number (look at "Mitsudomoe"). I think most would tell you that DVD/BD sales actually matter more than TV ratings when it comes to sequesls (which lends hope to Shinryaku Ika Musume).

Many factors other than ratings influence decisions about producing anime. Remember that most shows are intended to promote DVD sales as Enzo notes, and to encourage sales of the associated manga and merchandise. Sequels obviously also depend on the amount of source material available.

Viewers mostly matter to the higher ranking shows since they actually follow the traditional ad money/tie-in model. These are almost all long running so there is no "season X" but "does it keep running." They also matter(ed) to 1) few specific blocks: Noitamina, Noise block, the Saturday at 5pm that ran Gundam, FMA, etc. 2) Some kids show that are merchandise based because they are a measure of the exposure of the goods. The kids shows are pretty much the only ones that actually matter for future seasons since they are usually bought in 6 month/1 year blocks.

For the otaku shows, they are basically meaningless to us.

Ratings are irrelevant for late night anime. There's no outside sponsorship (only the series investors themselves), and therefore no money made on broadcast.

Edit: I believe Fuji has even mentioned that noitaminA ratings alone can't determine if a project is successful. They seem rather concerned about the DVD angle lately.

The measure of success also depends on the company involved. For instance, a manga publisher on the production committee mainly cares about increased readership and not DVD sales (consequently, they don't tend to care about show quality either, provided that it successfully ropes viewers into buying manga). The money they'd make from manga sales would greatly exceed the shared profit from DVDs.

Take light novel adaptations. Several have been successful on DVD (phenomenal even, in the case of Bakemonogatari and Haruhi), but the publishing industry isn't entirely thrilled because demand for the light novels hasn't increased anywhere as dramatically as manga.

Well that explains why its taking almost ages for anything new to come out of the Light Novels. Seems the manga are now taking a big hit in Anime Adaption I suppose? Or thats how I viewed that post. (season 2/3 wise...)

I'm not sure if this was your intention, but I think you gave Dextro and Hooves the wrong impression. While the industry as a whole hasn't expanded even with the exploading popularity of certain light novel adaptations, those specific adaptations have seen an increase in sales since their anime aired. For instance, light novel adaptations that have sold very well on DVD/BD such as Index, Oreimo, Bakemonogatari, DRRR!!, BakaTest, and Haruhi have seen exponential sales increases. Every volume of Index since vol 19 has sold over 100,000 copies on the first week, Oreimo vol 7 sold 100,000 in the first two weeks, Nekomonogatari sold 80,000 in the first week (IIRC), and DRRR!! and BakaTest have had similar sales to Index and Oreimo since their anime adaptations. I don't know specific sales for Haruhi since the last volume hasn't come out in ages, but they have to sale over 500,000 copies individually since the series itself has over 9,000,000 copies sold off of only 9 books. So yeah, the industry as a whole hasn't seen a dramatic increase in market, but the individual adaptations that do well do see significant increases in sales individually.

Actually, that was for episode 12 - the series ended with episode 13 one week later (the one I'm about to post), and it did considerably worse.
