Just look how Tatsuya pull Leonhart back, Leonhart's life is saved thanks to him.
Leonhart just thought back at the Enrollment arc that he fought decently against the intruders at school, isn't he.
He just got overconfident, thinking these enemies are the same.

And Tatsuya made that truck disappear with one shot without passing through any walls and that was before Miyuki removing Tatsuya's limiter, is he even human?

He is a weed because his magic cannot alter the eidos(something a regular could do easily), just detroy or reconstruct them, same reason for causing him to not be accepted in the yotsuba family. Even sealed his is far more stronger than almost every bloom

He's a weed because the tests are too narrowly defined. Even without his powers sealed he isn't any better at the things the tests look for. The people who designed those tests focused only on certain very specific magical capabilities, apparently not realizing that those are not necessarily the only things that can make a person a powerful magician.

Basically the tests measure how broadly competent you are. Tatsuya's magic (outside the Fast Casting thing the anime hasn't gone into detail with) is very, very focused. And REALLY POWERFUL. Basically his sister in an emergency can create a hammer or a screwdriver or a drill, or whatever. Which is what they measure, a broad competence with changing Eidos and speed at that. Tatsuya can create a hammer. A BIG HAMMER.

And yeah, the anime mentioned it. The guns are special, not 'normal' guns. They didn't go into detail on how so I can't comment further.

A couple of things out in left field:
1. I figure that one of the first things Leo has to say to Tatsuya when this is done is: "Just who ARE you?" He may or may not get an answer at this time.

2. Let's stretch things and say that somehow a marriage to Mayumi is in the cards for Tats. Even if it happens, Mayumi would be more in the role of mistress, as Tatsuya's main focus would be Miyuki.

Mayumi manipulated her CAD and the camera zoomed through the different layers of wall. That was a nicely done show-and-tell of Mayumi did.

I really liked the action in this episode, especially the part where he caught the bullets. I felt that the whole special agent revelation was a bit forced though. Comes across as being done just so that the central First High members would know he's a 'Special Agent'.

Put in terms of MS Windows, Tatsuya was a Weed because all he could do was copy, paste, delete, or restore the files (the Eidos). A normal magician would be able to do what you're supposed to do with Windows (editing and altering the content of the file/Eidos), not to mention all the things Tatsuya could do, if in a lesser extent.

The test that determine the Course 1 / Course 2 placements, just like in a normal world, would put more emphasis on the latter, or what a normal magician can do and should be able to do, instead of the former. That's why Tatsuya was considered as a Weed.

You know I'm not sure which was more amusing this episode.

1) The fact the cardinal George tried to call BS on Tatsuya using material burst, and Tatsuya giving zero fu*cks and saying as much.

2) The wtf faces when it was revealed that Tatsuya was a member of an elite military unit and could probably wipe the floor with everyone in the room minus Miyuki if he ever felt so inclined to do so.

Yeah, the wtf faces were hilarious. Even Katsuto was initially surprised. Although he must have quickly put two and two together since he and Miyuki were the only two unsurprised shortly after when Tatsuya was being called into battle. I'm glad they put that scene in because I really enjoyed it in the light novel. There's another couple scenes that are related to each other that should appear in the next episode. I know one will appear and am hoping they put in the second one because it helps explain the first scene. That and it's also a great scene on its own and deserves to be in the episode.

They've got a lot of ground to cover in this last episode. Hopefully they don't cut the best parts.
