No, she's not a traitor. She's a representative of a different esper faction.

In any case, I get the feeling that people are reading too much into his look there.

IIRC, Kyouko's "faction" started from several people who broke away from Koizumi's faction and gravitated to Sasaki (I don't recall the exact page reference in "Dissociation").
