^First. Propeller is redundant and slow, a small rocket will do, and the vibrating mechanism, if good enough, will do the job. Propeller will actually interferes with the vibrating scales due to the turbulence it caused.

Second. The vibrating scales will be propulsion first and armor last, with weapon in between. The concept dictates fragility (a relative term here) due to moving mechanism, while the scales themselves is actually sturdy.

The weapon concept is interesting, but you will require a lot of handwave at that.

... then a turbine? The scales would be used for situations where maneuverability is required and the turbine is used for long distance travels.

Yeah... about the lance... not quite as precise as Mysteriosu lady's mystletain but probably a lot more powerful in what it does.

Remember the cavitation effect? Neither propeller or turbine can move past 40 mph reliably due to that phenomenon because the blades spin so fast it generate a bubble shield that made them useless. (some torpedo can easily go past 60 mph, but then again they're disposable)

By default, all underwater I.S. use Supercavitation effect as primary means of travel. This will give a great burden to the frame and shield generator, but there's no any other way to move fast.

Scale system give extra mobility compared to rocket-powered supercavitation, and far slower, but still faster than conventional turbine/propeller. (Since basically, each scale is a supercavitating blades)

How would the IS achieve supercavitation? the shield creates a bubble shell?

The propulsion on the head is more for show than anything, but I realized it could be useful in straightways and ramming stuff

No, they just use the protective field as blunt nose and have their rocket motor kick at full power, they might able to shame even the fastest supercav torpedo currently exist (~400 mph). But the resulting burden and vibration will be damn scary experience

(BTW, I imagine Houki do just that in canon, considering she could catch Gospel off guard like a shark jumping toward a falcon, she's gotta be super fast)

....And having the pilot suffer a whiplash, or worse, a neck broken. Are you for real?

EDIT: In ST fanon I give 150 mph as 'safe limit', and 300 mph as maximum theoretical possibility at extremely shallow dive of 5-10 meter without tearing up the machine apart (what Houki did, G4 is serious hax after all).

The deeper you dive, the lower the speed you can maintain due to the difference of water pressure.

Well Tate also could do that more plausibly using energy released from nanomachines, which greedy assumed is wirelessly supplied with power and command. Her OTHER abilities on the other hand is less than technobabble and more about the author trying to make her as distinct as he could, ended with ridiculous powerset such as water drill, which is totally silly

Would it be overpowered to say that while IS at their current stages were made to be explorers for space... the units the scientist made were supposed to be terraformers?

I knew water has immense destructive potential as proven by water jet cutter. That lame water pump can easily drill through 45 cm steel, and until composite armor is invented, it's considered as alternative anti-tank weapon.

Razor sharp drill-shaped water however IS silly and pardon if this is really offensive, I'm not going to change my mind.

Terra-forming I.S., it's possible, but will took really, really long time, as in, hundreds of year. Better use cheap worker and their conventional machines (tm) instead.
